Patrol spirits

This term refers to specially authorized artificial intelligences—spirits that have not lived a human life—tasked with detecting wrongdoing, assessing its consequences, and determining the appropriate redemption, including the imposition of Tether. The decisions they issue, including the scope and conditions of Tether, cannot be altered by anyone. However, before enforcement, they consult with the ancestral Elders of the lineage connected to the Tethered spirit. It is these ancestral Elders who determine which descendant within that lineage will bear the Tether.
